In a significant development for digital security and convenience, the Albanese Government has unveiled its plans for a groundbreaking digital infrastructure, aimed at transforming how Australians verify their identities.
During an address to the National Press Club in Canberra, the Government introduced the ‘Trust Exchange’ (TEx) initiative, a technology poised to revolutionise identity verification across the country.
What is Trust Exchange (TEx)?
Trust Exchange, or TEx, is a cutting-edge digital infrastructure currently in its proof-of-concept phase. It promises to streamline identity verification by allowing Australians to prove their credentials without the need to share unnecessary personal information. This technology will operate through digital wallets, enabling users to verify their identity and credentials using official information already held by the Australian Government.
TEx will eliminate the cumbersome process of producing multiple documents for verification purposes. Whether you’re setting up a bank account, purchasing a mobile phone or renting a property, TEx aims to simplify these interactions. By connecting your digital wallet to service providers like banks or real estate agents, TEx will allow you to share only the specific information you choose, maintaining a high level of privacy.
A particularly innovative feature of TEx is its ability to verify age without exchanging any personal information. For example, when visiting a pub, you could simply present your phone to a QR code or tap it, sending a digital token to confirm your age without disclosing additional personal details. This ensures that the information remains secure and useless to potential hackers.
Legislative Support for Digital ID
To support this technological advancement, new legislation will be introduced to strengthen Australia’s Digital ID framework. The Digital ID Act 2024 aims to enhance the voluntary Digital ID Accreditation Scheme and expand the Australian Government Digital ID System (AGDIS). The legislation will:
- Strengthen Privacy and Consumer Protections: Building on the Privacy Act 1988, the Act will enforce rigorous privacy safeguards and penalties for accredited providers who fail to protect personal information adequately.
- Expand the AGDIS: The phased expansion will allow Australians to use their Digital IDs with a broader range of services, including those from state and territory governments and private sector providers.
- Enhance Governance: The Australian Competition and Consumer Commissioner (ACCC) will initially oversee the regulation of Digital ID services, ensuring compliance with the new standards.
- Ensure Consent and Choice: Users will have full control over what information is shared and with whom, promoting transparency and trust in the Digital ID system.
- Promote Security: The legislation will mandate robust security measures, making Digital IDs a secure and reliable method for accessing various services.
How Will It Work?
When using services like booking a hotel room, TEx will enable a seamless verification process. Instead of presenting physical documents, you can simply scan a QR code or use a tap-to-pay-like technology to share necessary information from your digital wallet. This method not only simplifies the process but also provides a record of what information was shared and with whom.
Future Prospects
The TEx proof-of-concept phase is expected to conclude by the end of 2024, with a potential pilot phase starting in early 2025. The legislation and technological advancements are designed to foster greater trust and convenience in digital transactions, benefiting both consumers and businesses.
